Going strictly by length is not quite so simple in determining the pitch of given Jew's Harp. Factors include: Thickness, taper, shape and location of bends in the metal and the nature of the metal itself. You can have instruments from the same manufacturer, even the same model, that will be very different in pitch even though the length of the toungue is the same. There are other factors, such as how fine tuning has been achieved. Either by grinding at certain locations on the tongue or adding weight with wax or solder. As a purchaser, it is mainly important for you to ask for an instrument of a specific pitch from a reputable manufacturer. You may need to make minor adjustments, but most of the time you will be able to play reasonably in tune (depending on your skill) with the instrument right out of the box.
